MINUTES OF THE ALLAMAKEE COUNTY BOARD OF SUPERVISORS
MONDAY, JUNE 21, 2010
Board met as preadjourned. Board members present were Kuhse, Campbell, and Burke. All members voting “AYE” unless noted.
10.209-Motion by Kuhse and second by Campbell to approve agenda and minutes of June 14, 2010. Motion carried.
Frank Gaines and Heather Homewood present.
Heather Homewood presented the annual renewal contract for the Veteran’s Affairs Counselor. There are no rate increases or changes in hours.
10.210-Motion by Campbell and second by Kuhse to sign the annual Veteran’s Affairs Counselor contract for 3 days per month @ $500 per day, plus mileage. Motion carried.

The 24 Hour On-Call Case Management Emergency Coverage Agreement will go into effect on July 1, 2010. The Board signed the 28E Agreement for this on May 10, 2010, but did not include a resolution which is being requested also.
10.211-Motion by Campbell and second by Kuhse to approve & sign resolution for the 24 Hour On-Call Case Management Emergency Coverage Agreement. Motion carried.
RESOLUTION 10.211
24 HOUR ON-CALL CASE MANAGEMENT EMERGENCY COVERAGE AGREEMENT
WHEREAS, the Allamakee County Board of Supervisors desires to enter into a “24 Hour On-Call Case Management Emergency coverage Agreement” with the counties of Allamakee, Bremer, Chickasaw, Fayette, Grundy, Howard, Jones, Mitchell and Tama; and
NOW THEREFORE, BE IT RESOLVED by the Allamakee County Board of Supervisors that they approve the proposed Iowa Code Chapter 28E Agreement that is attached herewith as Exhibit “A”; and
BE IT FURTHER RESOLVED that the Chairperson of the Board of Supervisors is appointed to execute said Iowa Code Chapter 28E Agreement on behalf of Allamakee County, Iowa.

Arne Beneke, Business Financial Planning, had brought the updated Flexible Benefit Plan last Monday to go over.
10.212-Motion by Campbell and second by Kuhse to approve and sign the updated Allamakee County Flexible Benefit Plan. Motion carried.
Kuhse had talked with Fern Rissman in regards to the office space contract up for renewal July 1st between Allamakee County and Upper Explorerland Regional Planning Commission . Board asked Auditor to prepare new contract and put on agenda for next week.

10.213-Motion by Kuhse and second by Campbell to set Public Hearing on June 28, 2010 @ 9:00 am for Steve & Mary Palmer property rezoning from R1 to C1. Motion carried.
10.214-Motion by Kuhse and second by Campbell to set Public Hearing on June 28, 2010 @ 9:05 am for Majestic Properties (Jason Brink) property rezoning from A1 to R2. Motion carried.
Board viewed English Bench Watershed project with the Soil & Water Commission.
Board reconvened at 12:30.
Mary Jane White, Lori Hesse, & Jenny O’Neill present.
Mary Jane White wanted to update the Board on pending litigation and asked the Board to consider going into closed session.
10.215-Motion by Campbell and second by Kuhse to go into closed session at 12:43 pm per Iowa Code Section 21.5(c) to discuss pending litigation. Burke-Aye, Campbell-Aye, Kuhse-Aye. Motion carried.
10.216-Motion by Campbell and second by Kuhse to go out of closed session at 1:05 pm. Burke-Aye, Campbell-Aye, Kuhse-Aye. Motion carried.
10.217-Motion by Kuhse and second by Campbell to follow the recommendation of the County Attorney & Treasurer to have Wes Huisinga, of Shullteworth & Ingersoll, to represent the County in legal proceedings with the remaining properties in bankruptcy whom have delinquent property taxes. Motion carried.
Kuhse gave an update on his visit to the English Bench Watershed.
