Time of Transfer Groundwater Inspection Law The Iowa "Time of Transfer" inspection requirement will become effective July 1, 2009. Information on the requirements for inspections can be found within Chapter 69, Private Sewage Disposal Systems, specifically Sec. 567-69.2 (455.B). As of July 1, 2009, All properties that are going to be sold and/or transferred that include a private wastewater treatment and/or water supply must have these facilities inspected and any deficiencies addressed before the sale/transfer takes place. The inspections and statements must be recorded with the Allamakee County Recorders Office at the time of legal transfer. Licenses, Registrations, ApplicationsBoat Registrations, Titles, Liens Boat registrations expire on April 30, 2010. Boats have a three year renewal registration. Boat registrations will start to be renewed from January 1st 2010 thru April 30th 2010. There is a $5.00 penalty after April 30th or on a delinquent boat. Boat fees are based on the length of the boat. All boats over 17' in length must have a title. Boats with a lien must be titled. Before a boat can be registered a receipt, bill of sale or satisfactory evidence that the sales or use tax has been paid for the purchase of the vehicle, along with a current registration and title if applicable. Sales tax is due on a boat when purchased from a dealer or an individual.
Snowmobile & ATV Registrations, Titles, Liens Snowmobiles and ATV registrations are due every year and can be renewed from September 1st thru December 31st. There is a $5.00 penalty after December 31st. Before a recreational vehicle can be registered a receipt, bill of sale or satisfactory evidence that the sales or use tax has been paid along with a registration and title. Sales tax is due on all ATV's and snowmobile registration. All ATV's and snowmobiles must have a title.
PassportsThe Recorder's Office is a processing agent for Passport Services. You may pick up an application or fill one out at the Recorder's Office.

Vital RecordsIf you were born in Allamakee County, you can obtain a certified copy of your birth certificate from the Recorder's Office at the Courthouse. If you were born in another county in Iowa, you will have to go through the county where you were born or contact the State Vital Records Office in Des Moines, Iowa. The Recorder's Office does not keep records of births between the years of 1921 thru 1941, single parent births prior to July 1, 1995 or birth records of adopted children. For these records, contact the State Vital Records Office in Des Moines, Iowa.

To obtain a marriage application Marriage license applications may be completed in person at the Office of the County Recorder/Registrar, or a completed notarized application may be mail to the office. Iowa law required an uninterested third party as a witness to the application, sign in front of a notary or be present in our office to complete the process. Or if all three parties are unable to appear together, the application can be completed elsewhere, signatures notarized and then returned to the Allamakee County Recorder, 110 Allamakee St, Waukon IA 52172..

Discharge papers (DD214’s) may be recorded for permanent records and certified to perfect claims. In order to obtain a certified copy the original document must be presented for recording. The DD214 must be Recorded before military exemption is applied toward property tax reduction.
Effective July 1, 2003, all military personnel records maintained by the county recorder have become confidential records. Unless otherwise provided by the veteran, the record shall not be made available for examination or copying except as follows: • To the Veteran • To the Veteran’s immediate family • Veteran’s agent or personal representative • Licensed funeral director • When ordered by a court of competent jurisdiction • When required by a department or agency of the federal or state government • When requested record occurred more than 75 years prior to the request
Military Record Application
Hunting/Fishing License Fish and Game licenses are sold wherever there is an ELSI machine (Electronic License System for Iowa). Not only at the Courthouse. New hunting and fishing license are available on December 15 for the following calendar year.
